According to Pottinger, China is trying to bridge this gap by purchasing advanced chips from abroad and wants to match America at any cost. Lawmakers also expressed concern that private Chinese technology companies that buy American chips often work closely with the government. Pottinger cited the examples of companies like DeepSeek, Alibaba and Tencent, which are linked to China’s major military targets.
